Recipe of the Week

Angel Hair Pasta Shrimp and Broccoli

Ingredients:
8 1/4-inch medium shrimp
3 large garlic cloves
1/2 tsp. salt and pepper
6 tablespoons olive oil
6 tablespoons butter
1 bunch of broccoli cut up
8 oz. angel hair
Directions:
Marinade: Toss together: Shrimp, garlic, salt and pepper, 4 tablespoons olive oil and marinate the shrimp for 3 hours in the refrigerator. After marinating, remove the garlic pieces. Add 3 tablespoons butter.

Pasta:
In a large saucepan, add broccoli and bring to a boil. Drain and return to saucepan; cover.
Note: Do not overcook. Broccoli will continue to cook after removed from heat. It should be a bright green color - emerald green, not olive green. Olive green indicates the broccoli has overcooked.
Heat 2 tablespoons olive oil and butter. Add shrimp and sauté, tossing often.
Cook pasta. Drain and toss everything together. Serve.

Scouting for Trout
     As most everyone is aware the fall trout bite is on! During the fall and early winter the speckled trout will school heavily here in the lowcountry and it is not uncommon to catch well in excess of 30 fish in one spot. On the flip side, because the fish are schooling so thick it is also not uncommon to fish several locations without a single bite as the fish are bunched up in just a few areas. So that brings up the very important question; how many trout spots do you have? Do you have three or four spots? A dozen? I would be willing to bet that most professional guides have in excess of two dozen spots in one particular area to hit for trout, they bounce from one spot to the next till they get their clients on the fish.

DNR MARINE RESOURCES DEPUTY DIRECTOR ELECTED ASMFC CHAIR
     Member states of the Atlantic States Marine Fisheries Commission (ASMFC) elected Robert H. Boyles, Jr. of South Carolina as the new Chair of the Commission during their meeting in Newport, Rhode Island on Nov. 4.
Boyles has worked at the S.C. Department of Natural Resources (DNR) for over ten years, serving since 2003 as its Deputy Director for Marine Resources. Previous experience includes work with the Sea Grant program and various research positions. Commissioner Boyles holds a Master of Marine Policy from the University of Delaware and a Bachelor's in Mathematical Economics, and has authored several published papers.
In assuming the chairmanship, Commissioner Boyles spoke enthusiastically about his new position, "I am honored to be elected and look forward to working with my colleagues from the 15 Atlantic coast states, federal marine fishery management agencies, the Potomac River Fisheries Commission, and the District of Columbia to ensure the continued conservation and management of Atlantic coast marine fishery resources."
     Boyles spoke about the legacy he intends to follow, "The Commission recently completed an extensive strategic planning effort, culminating in the development of the 2009-2013 Strategic Plan. This document recommits the 15 Atlantic coast states to their shared vision of stock rebuilding and sustainable resource management. It formalizes, for the first time, Commissioner values in pursuit of the Commission's vision and mission, and reaffirms the Commission's commitment to transparency and accountability in its decision-making processes. During my two-year term, I hope to build upon these accomplishments, furthering the Commission's long-term vision for healthy, self-sustaining marine fishery resources by 2015, which in turn allows for healthy fisheries from these stocks."
     DNR Agency Director John Frampton says the election is a high mark for both Boyles and the agency, "Robert's election as Chairman of this important Commission is a reflection on his national credibility, outstanding leadership qualities and his exemplary professionalism. Also, it is a reflection on the caliber of employees within our agency and the respect that other states have for Robert Boyles. Robert has rapidly gained the recognition within the entire Atlantic States Marine Fisheries Commission because of his leadership skills and knowledge of our ocean and fishery resources and his service to the Commission will most definitely be an asset to our agency and our commercial and recreational anglers."
     The ASMFC was formed by the 15 Atlantic coast states in 1942 in recognition that fish do not adhere to political boundaries. The Commission serves as a deliberative body, coordinating the conservation and management of the states shared near shore fishery resources - marine, shell, and anadromous - for sustainable use. RECREATIONAL FISHERY CLOSED NOV. 1 FOR VERMILION SNAPPER
     In July 2009, National Oceanic and Atmospheric Administration Fisheries Service implemented measures to establish a November-March recreational closure for the vermilion snapper fishery. The recreational fishery for vermilion snapper in the South Atlantic (North Carolina to the Florida Keys) federal and South Carolina state waters closed Nov. 1 and will remain closed through March 31, 2010.
     Closure of the recreational fishery for vermilion snapper in the South Atlantic complies with regulations implementing the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic Region and is necessary to end overfishing of vermilion snapper.
     All recreational harvest or possession of vermilion snapper in or from South Atlantic federal waters is prohibited. This closure applies to private recreational fishermen, as well as any person on board a vessel that has been issued a South Atlantic Charter/Headboat Permit for Snapper-Grouper. The closure also applies to vermilion snapper taken in South Atlantic state waters for any person on board a vessel possessing a South Atlantic Charter/Headboat Permit for Snapper-Grouper.

The Final Word

     As the remnants of this tropical depression pass the weather looks good for fishing this weekend. Offshore action remains steady as an excellent sailfish bite starts to draw to a close plus there are also still some dolphin to pick at, along with good Wahoo action and bottom fishing remains good.
     I have had the opportunity to trout fish several times over the last two weeks in the Folly. Finger mullet and shrimp under a Cajun thunder generated the most success for me. I fished multiple sinking artificials (grubs and twitch baits) with no luck. I did however manage a few trout on topwater during a couple of late afternoon trips. There have been some good catches reports on Reds and Trout in the harbor, up the Wando and Cooper. The Sheepshead are at the jetties and around other structure in the harbor. Enjoy some comfortable weather this weekend and a good college game on the radio and get on em’!
